You have to hold down the TALK button on the screen in order for it to send audio. (If you don't see that button, click the small "MIC" text above the mixer.)

I have tryed that and it did not work, the decibel measure bar is not changing as if it cannot receive the microphone.

I am having the same problem on a non Dell machine with headset plugged into a HTO Striker soundcard. I also have made sure to push the talk button, and am getting no bars on the meter either. And I too have checked my mic thru the control panel and it is working fine in Win 7.

Hmm, please make sure the Recording volume for that mic is turned up in Windows' mixer controls and try again. If it's still not working, please file a bug and state your system specs, microphone type, and how it's connected (USB, mic in jack, line in jack, XLR jack on a Firewire sound card, etc.)
